Does the blackjack chart work for online casinos?

There's a chart players use to tell them whether to hit, double down, stand or surrender. In online casinos would I see the dealer's cards and would the chart help me?

I say guessing because I'm not really a blackjack player. I'm sure more people will come in behind me with their answers.
