I oftened wondered.....I do the stop button quite a bit at online casino's, but don't use them too much at land-based.....I've done quite well by using turbo, but then again, it probably would of hit anyway??!! Who knows for sure LOL
Since the outcome of the spin is decided before every wheels stops so how could you effect it?I can slow down the spinning nearly at slowmotion on my computer and I still have no chance. Oh it definitely changes the play! That's why they implemented it, obviously its a benefit for the casino.

Many times playing at the RTG's I will use the turbo or the stop spin button and my win total is posted before the spin has stopped. So as what David said it is tracked I believe and your win is already set before you take your next spin. That is what I believe anyhooo.
